Milestones in the fight to stop the power plant. Cogentrix pushes pause button, but don’t get too comfortable.

Celebrate our victories, but stay vigilant for the sake of our park, our communities, and our health. Currently, the Quail Brush Power Plant bordering Mission Trails Regional Park and Santee is in a one-year suspension. Scroll down to read more about what a suspension means, what happens next, and for photos of recent events.

Milestones
August 29, 2011 – Cogentrix files application (AFC) for Quail Brush power plant (QB) with CA Energy Commission (CEC). With a few exceptions, the general public is not notified.
January 3, 2012 – Randomly attending a bimonthly Mission Trails Park meeting, a Santee resident learns of plans for QB and begins movement to alert citizenry.
March 12, 2012 – Stop the Santee Power Plant Rally informs hundreds during morning rush hour and alerts the media.
March 28, 2012 – Santee City Council unanimously passes a resolution opposing QB.
May 29, 2012 Save Mission Trails incorporates.
Spring 2012 and continuing on – Thousands sign petitions, send letters, attend rallies and workshops. A strong coalition of environmental groups and local representatives both Democrat and Republican take a stand against QB.
July 19, 2012 – San Diego Planning Commission votes 4 to 1 rejecting re-zoning of open space land around park for power plant.
September 4, 2012 – Santee School District votes 4 to 1 to oppose QB.
September 24, 2012 – San Diego City Council unanimously denies Cogentrix’ appeal of Planning Commission’s decision.
December 18, 2012 – San Diego Mayor Bob Filner submits letter to CPUC opposing new fossil fuel plants and affirming a vision for the city to be a leader in better alternatives.
March 21, 2013 – CPUC unanimously denies SDG&E power purchase agreement for QB.
March 21, 2013 – Mission Trails Regional Park Task Force unanimously votes to officially oppose QB.
April 16, 2013 – CEC approves Cogentrix request for one-year suspension of QB.

The one-year suspension of Quail Brush will expire on April 15, 2014. Cogentrix needs to either wait until the expiration date or file a motion with the CEC to revive its review of the AFC sooner than April 16, 2014. If the CEC grants the motion, Cogentrix can restart at any time.

What happens when the suspension expires? Is the project canceled or automatically active? According to Eric Solorio, CEC project manager for QB, “My reading of the Order is staff will resume its review of the AFC on April 16, 2014.”

What now? Stay connected with Save Mission Trails. We remain active in the community to continue to get the word out about Cogentrix’ ill-conceived gas plant in a designated open space area, high fire-hazard zone, close to schools, residents, and the beautiful and peaceful (for now) Mission Trails.

San Diego Mayor Filner Sends his strongly-worded Letter of Support

San_Diego_City_SealSave Mission Trails is happy to share that Bob Filner, the Mayor of San Diego, sent a strongly worded letter supporting the CPUC, the San Diego City Council decision, and opposing the Quail Brush power plant. Your letters of support are very important too. We need letters addressed to Governor Jerry Brown from our community and beyond to protect our beloved park and quality of life. Please send it by Jan. 20th. Click here to write Gov. Jerry Brown

Below is Mayor Bob Filner’s letter:

December 18, 2012

Commissioner Mark J. Ferron
California Public Utilities Commission
505 Van Ness Avenue
San Francisco, CA 94102
Re: Support for Proposed Decision/Alternative Proposed Decision
Application # 11-05-023

Dear Commissioner Ferron:

I strongly support both the Proposed Decision of Administrative Law Judge Hallie Yacknin and the Alternative Proposed Decision of Commissioner Mark J. Ferron in Application 11-05-023 to deny the authority of SDG&E to enter into purchase power tolling agreements with Pio Pico Energy Center and Quail Brush Power. I applaud your commitment to implement the California state loading order in meeting our energy resource needs.

On September 24, 2012, the San Diego City Council voted unanimously to deny the request for initiation of a zoning change to allow the construction of Quail Brush Power in a designated open space area. The proposed location of the facility is part of a critically important open space network and regional biological preserve.

In addition to incompatible land use impacts, I believe better alternatives exist to meet our local energy resource needs – namely energy efficiency, demand response, distributed generation and combined heat and power. Such preferred resources help to I protect human health and the environment, mitigate the impacts of climate change, meet state greenhouse gas reduction goals, and foster an innovation economy. I am committed to making the City of San Diego a leader in reducing our energy demand profile through alternative energy sources.

Construction of new, expensive and polluting fossil-fuel peaker plants detracts from that vision and strategy. There are limited resources available to implement our energy future and decisions to build expensive power plants foregoes opportunities for creating an efficient, clean and prosperous energy future.

For all these reasons, I support the Proposed Decision and the Alternative Proposed Decision and look forward to collaborating on building a new energy paradigm.

Sincerely,
Bob Filner
Mayor

Future San Diego Mayor Bob Filner Opposes Power Plant at Mission Trails

One of the reasons I am voting for Bob Filner for Mayor is because, like many community members, he believes the proposed Quail Brush power plant is a bad idea.  Bob was one of the people instrumental in forming Mission Trails Regional Park.  He, like many of us, believes that it must be protected.

“There is absolutely no reason why we should be exposing our children to dangerous and life-threatening toxins and decreasing our local air quality,” Filner announced at the last San Diego Planning Commission meeting.  “Mission Trails Park is a local natural treasure, enjoyed by cyclists, runners, and nature enthusiasts. It is wrong for us to knowingly harm the environmental quality of the park.”

“Installing a gas-powered plant in an area ravaged by the 2003 wildfires makes little sense. As a region, we should be investing in solar power and clean energy, not threatening our environment and the health of our communities,” said Filner.  “As Mayor, I will direct the city to work with the School District, the County, and the Port to bring clean power to public buildings and to help make solar power accessible to all.”
